Dr Peter Whelan presents his latest research at the Spanish Competition Authority in Madrid

On 27 and 28 November, Dr Peter Whelan participated in an international conference co-organised by the Spanish Competition Authority and the Centre for Competition Policy of the University Institute for European Studies at CEU San Pablo University.

The conference was entitled 'The Fight against Hard Core Cartels: Trends, Challenges and Best International Practices' and brought together judges, competition officials, practicing lawyers and academics with an interest in cartel law. The conference was supported by the Spanish Ministry of Economy and Competitiveness and was held at the Spanish Competition Authority.

Dr Whelan delivered a presentation entitled ‘How (Not) to Design a Criminal Cartel Offence’. Drawing upon some of his research from his recently published monograph with Oxford University Press, 'The Criminalization of European Cartel Enforcement: Theoretical, Legal, and Practical Challenges', Dr Whelan adopted a case study approach and provided insights into best practice concerning the design of a criminal cartel offence.
