Part of the Centre for International Governance Seminar Series ‘Deliberating About Human Rights’. Brice Dickson is a Professor of International and Comparative Law at the School of Law at Queen’s University in Belfast.

The importance of deliberation suggests a political concept of justice that is inconsistent with universal ideas around human rights and a limited role for domestic and international courts, with the focus returning to Parliament. Proponents of a deliberative or dialogical model of constitutional rights point to the importance of the relationship between institutions, with judicial review simply another step in the establishment of justice norms in conditions of uncertainty and disagreement. These ideas are explored in this series of seminars with a focus on the reform of the Human Rights Act.
